wheel turns with lever in park

I am checking a Hustler Super Mini Z and noticed that with the mower jacked up on the frame and the levers engaged in "park" the left wheel hub still turns.
The hub was covered with oily dirt, as if something had been leaking.
How can I troubleshoot this to determine if the wheel motor is bad or if it is an adjustment to the parking brake?

I suggest starting at the hustlerturf.com. At the bottom of the page there are links to the manuals. Hit the link and find your model number. That should get you started.
