Paver quotes

I have searched the forums and read that most companies prefer not to quote based on square footage alone due to differences in the jobs, especially small ones. But in general, when a contractor does give a per square foot price, is the overage for cuts (10% or so) usually already factored in to the price and the quote for actual finish square footage, or do you normally multiple square footage price by total amount of pavers ordered (including overage for cuts)? ie. 1000 sq ft finished area... 1100 sq ft of pavers ordered... is quoted square foot price X1000 or X1100?
