is it possible to use the power steering pump as a source of hydraulic power for a dump?

No you don't have enough fluid transfer to run a dump you can run a hydraulic pump off the engine it sort of is like a AC pump but pumps hydraulic oil. Most tow trucks and garbage trucks run a engine driven pump as you can have live hydraulics where you flick a switch and engages a electric clutch to turn the pump.

I would rather have a transmission PTO and pump set up much stronger and faster the second option is the the 12v hydraulic not as fast and is hard on batteries it works for light use.

If your going to use a scissor hoist which isn't my first choice a 12 volt hydraulic will do it if you use a telescoping post hoist like I'am you really need a PTO/Pump.

What are you looking to do with the truck? Haul mulch? stone? pavers? leaves? fertilizer? The job you need the body to do will dictate what kind of body you get.
