How's this for a DOT law,at least in NY

Cousin was renting a Finn hydro seeder tow behind trailer type. A guy we know works for the DOT and can give you page and section number by memory. He sees him pulling the trailer and before he even got home was on the phone with him. Wanted to know if that was full or empty while he was pulling it. Here's the good part if there is no license plate on it ,you can't pull it while full, but if there is a plate you can.

Nah, even I know that one. There are exemptions in NY for towing trailers made dedicated for equipment, where the trailer does not need plates (or the registration that goes with plates, etc). Generally this is used for welders, compressors, concrete mixers, etc, but would cover a hydro-seeder too.
