Try raising your deck and putting some spacers on equal to how much you raised the deck. This sounds like there might be too much room from the bottom of the blades and the bottom of the deck. Thick grass always cuts better then wispy grass.

The holes are most likely not supposed to be there. It looks like something punched through in the spot. If I add spacers then my blades will be almost a full inch lower than my deck height indicator says. It is already almost 3/4 inches higher than the blades actually are. Ex. Indicator says 3", but blades are really at 2.25".
