Mower Front Deck Issue

We have a 21" Troy-Bilt (Honda engine) 3-in1 cut mower, which we cannot sneak upon a leaf with.

Air discharges form the front pushing leaves away from the mower's path. So far the only solution is to PULL the mower over the loose material. The problem occurs during mulching, bagging, or side discharging

So, is this a design flaw or is there a fix?

Ck the blade. Make sure its on correctly and that it the right one

The blade is OEM. But, I also used a Gator with the same result. Both are sharpened on my bench grinder.

One observation, the front deck is shorter than the sides rear.
