Fluffing play ground mulch

We currently maintain 3-day care center and was asked to fluff or till the playground mulch after it rained. Has anyone done this before and what was the most efficient way of doing this? I thought about using pitchforks and turning the product over, also attaching a cultivator attachment and lightly tilling it. Any suggestion will be greatly appreciated. Thanks in advance.

At one time Echo made an attachment that was like "fluffer" for mulch. I don't know how well it would work, but unless it's deep mulch I wouldn't think a pitch fork would do too well.
