Kawasaki 15hp

I have a Scag 48in WB with a 15hp kawasaki on t. Starts, runs fine, but idles way down when you engage the PTO. Shop I took it to did compression test and said compression is ok, but couldn't give me idea of what problem is.

It will keep it's high rpm fo a bout 1-1.5 seconds after blades are engaged, then lag way down.

any ideas?

Engine Numbers?
Single/twin cylinder?
Valves adjusted recently?
What does plug(s) look like?
Did they check ignition coil(s)?
Clutch, spindle, pulley bearing failing?

First thing I always check on twin cyclinder is whether it is running on both cyclinders. Some people can tell by listening to it but I can't. Pull wire off each plug and start to determine.
