What is this? Weed/Grass/?

First post here- so I apologize if this is in the wrong spot.

I bought my house here in Maine about a year ago, and have been trying to get my lawn in shape. Here is a photo of what most of my lawn is composed of:



I assume that it is all weed?

I put some Scotts weed and feed on it three weeks ago and didn't see any results, good or bad.

What should I do from here?

Is that a field of crabgrass??? Looks like an annual,,, pull some up and see if it has runners(rhizomes, solons) or just individual root systems...
