Grass just wont grow

So i just got this new property and the guy who owns it was asking me for some advice on how to fix this problem. Its in the front and backyards. Apparently he's tried to fix this on his own but with no luck. Any suggestions, tips, advice would be a big help.

Does he have irrigation? If so, that in the back looks like a terrible design. If not, i have no clue

It has to be the irrigation system, i cant think of anything else either. Look at how the dead grass is in a pattern, design almost.

Is there an irrigation system and if so, is it working properly? Have you checked for an insect? Do you have any close up pics?

Well, what did he try and what has he been doing to the lawn? Also, where is this- what kind of grass?
