Inset stairs and drain pipe

Just wondering how you guys deal with the drain pipe in a retaining wall with an inset stair case in the middle of the wall? Do you keep the pipe along the back of the base course and then set the next riser on 57 stone as opposed to 2940 base? Or do you do something different to allow for building the stair case on the same base material as your base course? I know some guys will say they use the pedestal method but that seems like a lot of wasted material if you have proper compaction beneath each riser. Thanks for your input

We run the tile behind the first or second step so its out of the way to build the step but still is continuous through the wall. We use base gravel around the tile to build the steps as well.
