Flat tire solution on Harley rake

So I keep getting flats on the Harley rake at the most inopportune time. Whether it may be a stick or rock that punctures the tire, I've had rocks get hung in there and break the bead, rock or sticks or bricks tear off a valve stem. What have y'all done to not deal with flats? Best I have found on the internet is tube them, which probably wouldn't do much better, or get foam filled. I'm also wondering if you can buy the solid rubber tires likes on the front casters of mowers and will they fit.

Had them done this spring 100 dollars for the two tires. Foam fill is the way to go
