toro walkbehind issue

I have a toro walkbehind I just put a clutch on. After wiring it all back up and replacing the pto switch when I engage the blades the my engage correctly but the problem I trying to disengage them. I let off the bail switch and it did nothing and I also pushed the pro down. My question is, is the clutch just spinning freely because I don't have the belt hooked to it? If I shut the engine off it just keeps spinning for a couple minutes after. Thanks for all your input!

Is this a brand new clutch you installed ?

Did you put the clutch stop back where it belongs.

Yeah it's new and the stop bar is mounted also. I figured out the problem it was just cause the deck belt wasn't hooked up. Thanks for your input though!

Most all clutches have a blade brake with-in, Meaning the clutch when disengaged hits the brake and stops the blades quicker. The fact your pulley free spins when disengaged with belt off tells there may be a issue with this new clutch.....
