Valve for end of outlet pipe from septic tank??

Ok fellas help me out, I'm drawing a blank.

When the city cleaned out the ditch infront my brothers house they cracked off the end of the pipe that comes from his septic tank. Now due to all the rain(well anytime it rains) his ditch fills up and the pipe is under water for days at a time.

I know there has to be some sort of check valve or something to put on the end of the pipe to allow any exit but now enter the outlet pipe.

Sorry for the dumb question.

its called a one way check valve like I use on my siphons, only allows water to flow one way. but my next question is how in the world are you getting away with grey water dumping from the septic tank into the ditch? shouldn't the outflow pipe go into the D box then to the leach lines?

I think it's just for overflow. I've never seen anything come out of the pipe.

It's probably an inspection port at the end of the drain line

Maybe he has an aeration system? That would explain the exit line at the ditch.
