I would grab it up. HOWEVER. This truck will be weak on power and s-l-o-w getting down the highway with a load. I would not plan on hauling a load, AND pulling a trailer at the same time.
The engine is the reliable DT444, which is the same 7.3 used in the Ford pickups. Generally underpowered for a truck this size, so, the engines tend to have a much shorter life than when used in light duty trucks. At least it is flat in your part of the country. If you had any good size hills to climb, you could just forget it and move on to something else.
I would buy for that price.
