Water meters have a screen on either end. Sometimes they get clogged. Curious , is this home on a dead end road?

Well I started at the meter first thing. As soon as I turned on a station the meter was hardly moving. In the meter box/tin horn there was another cut off on the money side that had been turned down. It was pretty much smashed into the side of the metal covered in mud and probably got moved by a mower or something running over the meter
