Vanguard 20 hp Issue

Hi Guy's new to the site .

Got a problem with 20 hp Vanguard engine model 358777 type 0280-E1
Code 03050911

Had replace crankcase gasket as it was leaking and it stopped firing up but was turning over ok , But this issue had happen since opening it up . Taken care not to move the gearing , replaced gasket to find it was hard to turn over by hand with the sparkplugs out, Yes I did line the camshaft making up .

Have open it backup to find the small gear cog has moved up on the camshaft cog by 1/4 inch.

The other thing is not sure were that fork on the governor arm attached to sump cover should be ?? Does it sit on top of that decompression thingy ??

Have reline it all again bench tested it started straight up run it for couple of minutes shut it down . went to restart it was very tight to turnover again.

Open it up again found that small once again had moved . Also check the valve rods found one was bent. Have order an new one the valve adjustment should .004 is that right ??

Anyone know what's wrong here ?? How to get this going again.
