Cities generally have a purchasing agent or dept that handles all of their 'purchasing contracts.'
Call your city and ask for the purchasing agent, and then ask them when (time of year) they seek bids. They will also have RFP (RFB) Request for Proposals (Bids) at certain times of the year. Get a copy of their landscape specs in advance if possible. It describes things like the amount of insurance req for contractors, payments schedules, etc. With that in hand B4 the bidding time you can prepare for things if required, like stepping up your liab ins.
