You can always drive to some secluded road and uncover the leaves and let it fly

No they dont. If a landfill takes dirt or leaves they will be in serious trouble.

A recycling branch of a landfill like veolia will. But not a dump.

I know 3 of them that will and have. We have no recycling centers in hillsdale and jackson county.

That's what I was told almost every place I called. Apparently the EPA doesn't allow yard waste and landfill waste to mix. I'm sure some places ignore it though.
