Need ideas for planting steep hill

I'm pulling out wildly suckering roses from a steep bank. It is north facing so the roses weren't blooming anyhow.
Looking for ideas, it needs to be low maintenance, ornamental (not always green) and easy to weed through.
And able to withstand heavy snow and cold winters (Z5).
A bit too dark for even mugos and Cornus. It is irrigated.
Any ideas? Thanks.

Thanks. This location would cause even junipers to become thin. They like as much sun as they can get. I'm thinking a mix of mugos, cornus, spirea, Rosa rubifolia, in large groupings. It's a really weird spot to plant up, at the same time is facing the road and some suites.
