Ransomes Hydro Problem ?

I just bought a used Ransomes 48 inch Hydro Mower. I got it cheap $400 looks good runs great. Problem is it pulls hard to the right. also when the engine is off the left wheel does not lock.
The freewheel knobs are turned in all the way. need to know where to start. ie adjustment, bad pump, bad wheel motor ?
any help would be great.

first thing i would do is jack it up and undo the linkage ,then try to center the roller in the middle of the pump to see if that stops the wheel from turning

If the unit has a lot of hours on it the linkages could be loose. There are several pivots and several parts that actualy transmit the motion from your hand to the pump. If there is a little wear in each piece by the time you get to the pump it is not where it should be. It doesnt take much. So check and make sure everything is tight. Different tires from side to side will cause this too. Jack it up and get it to "nuetral" then the "tracking" is set by limiting how far each individual pump arm moves.
