Kohler 12.5hp runs but no power

I have simplicity rider with a 12.5 hp Kohler that would quit on me. I pulled the fuel line off from the fuel pump output and didn't get much gas out. I bypassed the fuel pump and it ran fine. The tank is above the engine. Do I need to replace the $60 fuel pump or will that create any problem? I don't mow on any extended hills that the gravity system would not supply fuel to the carb. What kind of pressure or volume should that mechanical pump put out?

I didn't finish the previous problem. After using the mower several times without the fuel pump, that didn't seem to matter, one day it wouldn't start. Lots of backfiring and poping. I replaced the keyway that was half sheared. Now it will start and run at idle. If I give it any throttle it wants to die. I did have the carb off and cleaned it and blew it out with air. Could I have put it together with a missing gasket or seal or something like that? The carb is a walbro with a non-adjustable float.
Any ideas?
