Can someone tell me what this is?

This showed up in my mulch the last few weeks. Itís in two spots in areas around a foot across. I included a dime in the picture to illustrate the size of the polyps. Can someone tell me what this stuff is and how to get rid of it?

Looks like that mulch is wet in the pic..............
It's just fungus,it does quite well in mulch,we've got it all over the place with all the rain we've had.
Fungicides or just wait till things dry out.
It isn't anything unusual.
