big new deck

my dad built the deck and I put in the retaining walls. The timbers are pressure treated 4x4 and it sloped downhill(a p.i.t.a). The idiot builders scraped off all the good top soil and left a 1/2 inch of soil on hard packed clay on top of packed shale.I took out 500 #'s of dirt where the 4 plants are and put in 400 #'s of good dirt and cow patty.
