Pond rehab

Hello, I have a pond that is in need of rehab. Its an old natural pond that is in clay. There is probably 1 foot of water in it. The ground around the pond is real soft. Theres a thick sod layer that is the taller grass around the outside. Under the sod its pretty wet. I would like to clean it out and deepen it. It appears to be spring fed. There really is no way to drain it. I have been thinking about building some sort of rake to clean it out and then get in there with a personal dredge and dredge it out. The pond area is about 200x250.

Any ideas on what to do? Will my plan work?
