How much does a H2b worker get paid?$

Are these people getting below minimum wage? What is the advantage to hiring this type of worker?

No they are not being paid below minimum, the employers that own the H2B visas are required to pay the prevailing wage for the area by law. The advantage to hiring this "type" of worker is they work, and usually very hard.

H2B visa holders are dependent of H1B visa holder. As far as I know, H2B visa holders can't work unless they change the status to H1B.

Many millions, maybe even billions get payed to these workers which take the majority of it back with them when they leave. It's like outsourcing, but never leaving the states. Bad news if you ask me. Nothing wrong with hiring good hispanic american workers though.
