The first 4 heads of zone 1 leak, even with the system completely off. Is this a bad valve?

I don't do irrigation, but customer states current irrigation guy cannot fix issue.

I would think it's simple, but again, I don't do irrigation. Any thoughts?

They need a new irrigation guy. And sounds like the zone is 2 valves tied together and one valve is weeping by.

Valve needs a rebuild, current irrigation guy should be driving a bus.

If they leak all the time and never quit, the above pros know their stuff. If it leaks for a short time, it would be a "low-drain" gravity situation, in which low-drain check valves should be installed, and, of course, the system would have to be compressor-winterized because of the encapsulation of the LDCs.

No, it's 24/7 with the leak.

Of course a building contractor has materials stacked over the control valve box.

Depending on the type of valve, it's not a big deal to (very carefully) remove the bonnet and pull the diaphragm to check for debris. It could, also, have crap in the solenoid port, which would cause the same leaking. Get a new irrigation pro!
