    which is better? poke the main line out to the valves through the concrete at the level of the valves or poke out the rim board and elbow down to the level of the valves?

    Maybe be an easy question but your help would be greatly appreciated!!

    Maybe he is trying to figure out what elevation to run (poke) the pipe through a basement? If that is it I would go with the same elevation as the valves will be.

    No matter what level, you're still going to have to elbow it up to get tit ot the height required for the backflow preventer. Most stub outs here are not through the concrete.
