20hp intek briggs overrevs

    I Got A Free Scotts s2046 With A 20 hp briggs vtwin intek motor. the thing was revving to the sky. pulled the motor and lower case half off and found the governor in 6 pieces. replaced the governor and reinstalled the engine setting the linkage as descibed in another thread and this thing still wings. it has to be choked heavy even when its wrmed up to start. i am wondering if its possible that the fuel is just being dumped in from the pump. i cant seem to keep the rpms down no matter what i have tried, or maybe my governor is set up wrong in the linkage and spring department.

    any help please.

    This is where I would check, If the governor spring is in the wrong hole this could happen.
