Needle valve is stuck/not sealing. Remove float bowl and needle. Sometimes you can tap on carb with screwdriver hanle and it with free.

Just a thought...is fuel filling carb when not running? If so its for sure a stick needle.

If while starting it might be a stuck choke.

Is this a new...as in brand new engine?

This is a brand new engine, however i believe it may be a few years old. I'm not sure if the battery has enough cca right now. Engine is not turning fast at all even when fuel is shut off. I'm thinking maybe i was pumping fuel into the carb with out the engine firing? Getting ready to jump start off another battery here in a few. Thanks for the help.
