25hp Kawasaki boggin down....why?

    I have a 1996 Howard Price Blazer 360Z. I know this company is no longer in business which is not a good thing.

    Anyway here is my situation. The 25HP Kawasaki on the machine has approx 500 hours. The engine starts up nicely and sounds fine. There is an RPM meter on this machine and at full throttle without moving the RPM are around 3400. if I then start to drive the machine around it still feels fine. The RPM's drop a little but not much. But when I engage the blades the engine take a big hit and drops in RPM's and then does recover somewhat. But then when I start mowing if I happen to get in any thicker grass or if I am mowing up a small incline the engine has trouble to the point that it almost dies.

    Any ideas of what is going on here?

    the min. rp.p.m.'s no load should be 3600, I'd go higher 3700-3750.. Could be either a linkage problem or governor
