I am looking at a ZTR that has the 28 HP Kawasaki on it. Can anyone tell me anything about it? Good or bad.

Good. Can't go wrong with a kawi. If you want to do a little better look into the Electronic Fuel Injection Kawasaaki. I think it's 27HP. Save a little on fuel.

Actually the Kawasaki is digital fuel injected and 29hp. It won't give you as good of fuel economy as the electronic fuel injected Kohler because of the difference in the closed vs. open loop system.

To answer your question, the 28hp Kawasaki new in 2007, hasn't received any bad reports on this site that I'm aware of or read about.

I couldn't have said it better. And I haven't heard any negative reports on that engine either. Exmark told me that Kawasaki usually did their home work when it came to releasing a new engine and they were confident it would be reliable.
