Is this safe to be put under trees?

If so, do I just apply and let it do its thing? Or do I need to remove the charcoal after a period (assuming it absorbs the chemical)

Depends on many factors such as time, climate, type of chemical, amount of the misapplication/spill, etc.
Typically activated charcoal requires clean-up and disposal as hazardous material so that can be a problem as well.
