Advise needed for front stoop

    I have a customer who is a good friend of mine, and is in need of some fixing. He had blue stone laid about 8 years ago and since then has had them fixed 3 times, he put salt on them and it ate away all the mortared joints. So I came in and ripped everything up and boy was it a night mare, I don't think the guy who did it originally mixed the cement right, it was like sand. Now my question, he cant afford right now to do it the right way and rip everything out, so what im thinking of doing is mortaring my perimeter pavers in place and using 1/4 tube every couple of feet to allow for drainage, the interior I was going to lay mason sand and set my pavers. The slab I am working with is very uneven from the existing work. Code here is no more then an 8 inch rise, so leveling everything with motor wont work. Thanks
