Picture's too fuzzy for a concise identification

also might be helpful to place a penny next to beetle so we have an idea of its size

Looks to me like spotted cucumber beetle, are there vegetable gardens or farms in the area?

No farms etc. locatede nearby. These things are all over the city. I'll try and get a better picture. They are a tiny but smaller than a ladybug.

My bug ID book says the adult beetle is about 1/4 in. They live in meadows, wastelands, and gardens. In addition to plants in the cucumber family they also feed on flowers.
