What is the best time of year for trimming shrubs?
What type of shrubs? If you are talking evergreens... I like to wait till they finish there growth spurt in April-May/ August-September and then prune them. Azaelas prune after they bloom till July 4. Camellias after they bloom. Hydrangeas - when they are dormant.
After blooming period. If they are non bloomers at the end of their growing cycles.
It depends what it is, why you need to prune it, and sometimes economic practicality.
