What is the best time to water lawn during 90 degree average temperature?

How many times per week and for how long per zone?

The best time is very early morning before daylight, if not then, then before 10 am. Water infrequently and deeply. I give mine about 2" per week with this heat. No less than an inch per week. Water at half rate twice per week.

In San Antonio, I used to water once per week for each zone, about 1.5 inches. The yard would stop growing, but never really turned brown. More water less often will cause the roots to grow deep. Don't water late in the day, the standing moisture can promote disease. I used to turn mine on at 4 in the morning, and the wife would turn it off at 6 when she got up.
