I do mostly maintenance but was asked to install 4 landscape boulders for a customer.

Must I use a bob-cat to do this, or would a dingo work. Im thinking the dingo might not be able to handle the weight.

She wants the boulders to be about or 3' x 3' give or take

3' diameter boulders will probably be too heavy for a Dingo. There lifting capacity is about 800 lbs.

Mini excavator with a thumb or an experienced operator is my tool of choice for large boulders. The excavator can dig out some soil, for placement, so it doesn't look like somebody drove by and dropped a boulder in their landscape, carry large boulders and place them almost anywhere and anyway you choose and will tread lightly doing this.

Check the size and weight of the boulders your client has selected and than you can make a better decision on which machine to use.
