Been working on another MTD 13 Hp briggs engine the bore has ridges all the way around it going up & down . I think it may because of lack of maintenance which fine dust has entered the block.

Can this be fixed or is a new short block easier??

A shortblock is always easier, If in fact the engine did ingest dust and cause the excessive ware in the cylinder it has probably done the same to the valves, crankshaft, camshaft and balance assembly. The cylinder can be bored providing all the above items are checked with a micrometer and still with-in factory specs., To replace all these other possible worn parts may exceed the price of a shortblock.
