Take a set of jumper cables and jump right at the starter, This will tell you if there is a starter problem or a electrical problem with the unit.

What wires did you try crossing to get nothing ?
If you jumped right to the starter and it didn't turn the engine over as normal thats where I'd go. The starter sounds to be the problem, A worn or stripped starter drive, Worn brushes, Bushings or broken magnets. could also be a shorted armature. A tear-down inspection is in order to find the failed parts for replacement.
