What is the best way to build steps into hill bordered by retaining walls on both sides? I will be using Hanover products. Start at the top or bottom ?

depending on the slope and legnth, I would start at the bottom.
I do this becuase it would be easier to get the material down a hill than down the steps.

That would be the metod I would use. You do want to start at the bottom.
