by looking at this pic can tou tell if this is self propelled billy goat?

    lady knows nothing about it, got it in a divorce, husband left it there i guess and she dosent want it sitting around anymore

    any info?

    Looks sorta like it. The tread on the rear will tell the tale.

    Doesn't look like it is self-propelled. There should be a smaller bar that you squeeze against the handlebar that engages the front wheels. I'm not seeing one. I've had a couple of those units and not being self-propelled isn't an issue if you're using it on hard surfaces.

    what about for lawns?

    its at a pretty good price but most likely will need all new fluids and a tune up

    It's pretty well suited for litter pick up. I use mine for cleaning curb-pans in parking lots. You know, sand, papers, cigarette butts, etc.. It'll work on a lawn, you have to set the heighth way up so it can be pushed without hanging up on the turf. It'll fill up FAST if your trying to pick leaves, gets kinda heavy sucking up grass clippings, but it works great for papers, styrofoam peanuts, straw wrappers, etc...
