I drove by a site tonight and some c9's that I put up were going on for 5 seconds, then coming off for 5 seconds. then the process would repeat. they are located near the ground, on stakes. about 120' or strand. i went back once i got in my service truck and they stopped flickering and looked just fine. i metered the plug at 113.8volts. is that too low to operate c9's at? also, i was thinking maybe the headlights from the road by these lights were caushing the photocell to freak out. any thoughts?
