I have a Snapper 36" belt drive and i am wondering if i can use a sulky with it or if using one will create too much resistance

About a month ago I bought a used Honda 20" off of one of the bigger LCOs. He also had a 36" Snapper w\sulky for sale. He claimed the mower pulled him around fine.

What HP engine? I use one behind my 36", 12.5hp Scag and it pulls me fine.

You should not have a problem. I had an Encore 32" belt drive with a Briggs 12hp and it pulled me fine on flat ground and I check in at about 265...:weightlifter:
