Convert a trashy yard to Zoysia

    Here is my situation for my personal yard. I have one acre, 3 years ago I planted some zoysia plugs (Myers-52) on about 1/4 of my yard, some areas good some not so good. The competition the zoysia is facing weeds and fescue are seriously delaying the process of the zoysia spreading. I would like to convert the entire yard to zoysia, but how do I do so much efficiently with limited money. It has to be done by plugs, I do not have enough for a complete sod job. This is my thought please speak up if you all know something I don't....
    -1st till the area where new plugs are going

    -2nd plant the plugs

    -3rd (not sure if this will work) spread pre-emergent to stop any new germination of weeds or other grasses.(Will pre-emergent hurt new Zoysia Plugs?)

    4th water and fertilize as appropriate for Zoysia

    Any suggestion would be appreciated
