Covering an old parking pad in frozen Canada

I have an old gravel parking pad in my back yard. It has been dug down about 1 foot from grade. I intend to fill loam over this pad, and sod over that, to reclaim the area and bring it back up to grade.
Will I have gravel from the parking pad coming up through the lawn all the time? The pad is very old and compacted.

I would prefer to spare the expense of having a bobcat come and remove all the old gravel.

I live in Calgary, Alberta - and the frost line is about 4 feet down. We have a tonne of freeze-thaw cycles every winter.

Thanks - I'd really appreciate any advice you have!
