We just got called in to a residential home that needs the grass cut... I guess they were given the orders to cut it by the township. The grass is at least a foot long and bent over. Is it safe to cut the grass in the winter at freezing temps ?

safe for who? you or the lawn? I wouldn't think it matters if they asked to have it cut or ordered to have it cut, unless your thinking of liability issues if it should die?
I would say cut it and move on.

Its ok to cut dormant grass. Just dont do it if there is a frost or if the grass is frozen. You'll have to wait till temps come up just a little. Or wait a week or 2 and it will be covered in snow
