Do I need a license in Pa to use cmg

    Fertilizer Act in PA Any substance,including fertilizer material, mixed fertilizer,specialty fertilizer and bulk fertilizer,containing one or more recognized plant nutrients,which is used for it's plant nutrient content and which is designed for use or claimed to have value in promoting plant growth, except unmanipulated animal and vegtable manure.agricultural liming materials, wood ashes and other materials exempted by regulation by the dept of Pa agriculture ( would corn or corn meal and cmg be exempted in the statement above? thank you for any insight.

    Corn Gluten Meal - exempt by EPA, includes Pa
    Corn Meal - "

    Fertilizer 5-10-10, 10-10-10, 20-10-10, 45-0-0 exempt in Pa

    what about re sale.I,m starting a business,thinking about .getting into orginic fertilizer.next year would i be able to do it. without license, it would be nice.
