I am looking at buying a used echo power pruner, but was told the chain is not spinning. Is this a common problem or an easy fix? Is there something to look for when I go look at it. I am told it runs good and that it is a spring in the head. Any tips would be helpful.

NO! It is not an easy nor inexpensive repair.
The shafts are expensive and removing the assembly to gain access to what maybe wrong, while easy to do is difficult to correctly replace unless you are skilled with these pieces of equipment.
I'd suggest taking it to an Echo dealer and have them tell you whats wrong - due to the comment it is an easy fix - why didn't the owner have it repaired?
