Do we still need an address box?

No it is not needed
Its still needed as per the USPS but they have gotten lax on the placement.
You've never needed them. If you're doing a max of 5000 postcards per day, you don't need the bulk permit and don't need the box.
According to the USPS all EDDM needs the proper address and indicia. Here is the fact sheet for eddm retail (under 5k pieces a day) it clearly states the the proper address box and postage indicia must be used. If there is a new update that I'm not aware of, by all means correct me.
Here is the fact sheet that Bob @ Plan-It's contact from USPS directed me towards. I only had the Indicia put in the top right corner and "Local Postal Customer" right next to it. I spoke to his contact (Frank, whom works within the EDDM program), and he said that if there are any issues at the post offices, give them this sheet or have them call him directly.
